The Moral Superiority of Sloth. Why being a Peon is Fun and Rewarding

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
      What a wonderful thing it must be. How nice the feeling of warmth and coziness, knowing that, by giving all ones faith and hope to a person...a powerful person....a god-like person, all wants and needs will be sufficed.
      Then, once invested in the surety of security and protection provided by a god-like person, one can move ahead in life knowing that all inconveniences, wants, needs, and retributions against enemies can be assured.
      Of course, it is especially good to know that that god-like person will also torment the millionaires and billionaires, and force them to pay their fair share....and determine when too much is too much....and teach them a lesson they will never, never forget.  Lessons about revenge, democracy, and the need to abolish private property....and guns.
      Hugo Chavez's casket with and without a hearse, depending on the foul condition of the horrid "subdivisions" of Caracas.   Freely flowing sewerage channels...open to all to enjoy, a frequent by-product of social democracy, are splashed through by pall-bearers, hearses, and the children and the mobs of slobs who were moaning a few hours before, "Who is going to take care of me?"  The slightly more thoughtful moaned, shrieked, and cried out, "Who is going to take care of us?"
Pathetic.
      Is this the brave new world of social democracy?   The Obsolete Press is proud of it.  They see it as a certain sign of victory.   For, so long as there are masses of totally self-centered slobs, with pitiful filthy little babies who suddenly "appear",  and there are dunces who do a bit of hand labour for three or four days....develop a small handful of shekels...go and spend it on aguardiente and whores....and then go back to the shack (sometimes) and leave some woman with a watermelon in her belly....and then go back to the bar with the whore and the aguardiente....then IT WILL ALWAYS BE THE FAULT OF GEORGE BUSH, THE RICH, THE PROFESSIONAL AND PROPRIETOR CLASS, THE MIDDLE CLASS, AND THE REPUBLICANS/CONSERVATIVES/NATIONAL ACCION PARTY or facsimile, and the left will always have its windmills.
     We must remember that the Left does not want to ever, ever solve a problem.   These social problems that are seen in the jumbles of hovels in Caracas and the public housing projects in the United States, and similar places worldwide can only be solved by a vibrant free enterprise system.   Capitalist have proven too often that they are willing to put on the five pounds of make-up and the net-stockings for grovernment social engineers....GM, GE...and a hundred thousand more....it always leads to more poverty, or war, or some other method of transfer of wealth to billionaires who are socialists....George Soros, John Kerry, the Kennedys, and a hundred thousand others.   Prince Charles come to mind but he is useless even to his own kind.   AlGore is doing a polka on the head of pin...way over-extended...so he will not remain in the club much longer.   Ross Perot was a little smarter with his government provided largess.
     But the Left does not want to solve these problems because it is by having all the problems presented by dependent peons that they gain (1) their voting base and (2) their perpetual motion machine of a windmill that produces those problems that they can blame on me, and my kind, and you, the OROGs,  because you happily, grumpily, and actively work to your own self-interest and responsibility 30 to 110 hours per week...every week...60 weeks of  every year....and even share your wealth with the Salvation Army.   When you know the Central Government is better qualified to "help" the "Poor".   Sheeeeeesh!
    And You and I are the dumboes and we are the guilty....because our industriousness has, according the Left, caused someone elses poverty.   There is plenty of energy to sell drugs, to make pointless murals and pointless gang graffiti, to beat old women senseless for three dollars to
buy another bottle of aguardiente or a can of glue....but work???   worK?
     It reminds one of the woman in Atlanta who had 10 children was demanding to know, "Who's gonna feed all these children??"   Oddly this woman had two brothers and a sister, all black folks, who petitioned the family courts so as to be able  to take the children.   But the courts said no.  And the mother fought the forced adoption because, as she so eloquently stated, "If you takes my babies, then I will lose my checks."    Her brothers and her sister  were evil people because they provided for themselves and others and wished to lead their nephews and neices into the same brightness and optimism.  The wondrous works of peons and dumboe family court judges.
The Tower of David: A Look at Venezuela Under Chávez
       In his piece on Venezuela last week, Jon Lee Anderson writes about the failed city of Caracas by way of the Tower of David, a looming and dilapidated structure that he describes as “a ziggurat of mirrored glass topped by a great vertical shaft, [rising] forty-five stories above the city.” The Tower, which can be seen from almost anywhere in Caracas, is a symbol of the downward spiral that Venezuela has experienced under Hugo Chávez’s rule.
The Spanish photographer Sebastian Liste met Anderson in Caracas to photograph the Tower. Liste described the experience of photographing the world’s tallest slum in what he says is a hostile, unpredictable city: “Nothing compares to the experience of walking up the dark stairs, one by one, haunted by thoughts of what might come next.” In what he calls “a dance between the eyes of the security guards in every corner and the movement of my arm which holds the camera,” Liste captured in stark detail the condition of the Tower’s residents and those of its surrounding neighborhoods, as well as the chavistas who poured into the streets of Caracas in support of their ailing leader.
Here’s a look:
AGUARDIENTE:
     In Mexico, aguardiente is pretty much what it says it is.  In Venezuela the vernacular is "cristal".   But the word 'aguardiente' steadily has come to replace numerous local names frequently derived from even worse, harsher and more unstable "ready made" hooch.   Tesquino among the Ruramuri (Tarahumara) for instance is one of hundreds of local distillates (theirs is made from corn) that would better have been used to power German V-2 rockets.
This is what decent, but still very potent aguardiente
looks like in a decent saloon.   El Gringo Viejo would
without a second thought, recommend mescal, which
is made from agave, and is also potent..110 to 130 proof
depending on the maker/bottler.   Makes better mixers
and works well with Coca-Cola....but it is still not for
thissies.
     Aguardiente is, in Mexico, almost always made from sugar cane fluids.  It is distilled under questionable conditions at times, alth0ugh the bottles under bond and label is safe more or less (depending on the drinker) to drink.   There are several bottled brands that are recognisable in Mexico.....be sure that the bond cap is unopenned upon purchase.
     The word means ardent water....it is a contracted word coming from aqua and ardiente.  Fire water....or fiery water.   In Mexico the distillate is made from the leftover fluids from the original squeeze of sugar cane.   It has a lot of impediments that are thought to even be "healthy" for people.   As one might hear, "Everybody knows that aguardiente is better for you than rum." and whoever says that needs to be left by himself at the bar, while you go to a dominoe table and drink your beer or pulque....or rum for that matter.    Aguardiente, truth be told, almost always is between 120 and 125 proof, never lower and sometimes higher.  It burns.  Good aguardiente is cheaper than a mediocre rum.
     It is best used, if at all, as a very, very minor addition to an otherwise non-alcoholic punch made especially of mango, orange, grapefruit, mandarin, guayaba, guava, and mineral waters.   Any combination of any or all of the above but no Coca Cola.   And a maximum of 5% of total volume is more than sufficient to "liven up" a party.   Believe me.
     The condition of poverty in Venezuela, as elsewhere, is due to misdirected energy, distracted activity, and milling around while intoxicated in bars full of putas.   These activities generally are not thought of as really good career devel0pment activities.    Trafficking in dope on the corner....and then going to the cantina  with the money and buying aguardiente, straight in a double jigger...no ice..no juice....after about 2o rounds tends to do more damage to a person than listening to Rush Limbaugh.   But, of course, he and El Zorro and El Gringo Viejo will get the blame....because we have guns, and vote for Herman Cain and Alan West...and listen to Dr. Carson....because we're racists.
Yes, Virginia, the poor will always be with us.
The progressives need them so as to justify their noblesse oblige
by spending other peoples' money on them.
Your task, Virginia, and mine...is
 to serve as the "other people".
   But, please be sure, that the slums are well studied and their origins and development have been measured in every possible way, since long, long, before the time of Hugo's Les Miserables and  Dickens's A Christmas Carol, and Oscar Lewis's Five Families  and his other work The Children of Sanchez  do a very good job of pointing out the causes of poverty...but only Lewis assigns the causatives to anyone other than the "rich" .   Rich, to a marxist, means anyone who is self-supporting.   We shan't assign a particular gene or chromosome to this problem, because there are too many Johnathan Livingstone Seagulls who fly to success who contradict the idea that the total cause of sloth, stupidity, self-defeating deportment, and criminal impulses is totally genetically controlled.
     There are times when El Gringo Viejo tires of trying to slay his own enemy windmills, those structures intentionally standing in the way of my path and my accomplishment.   But my arms grow wearier by the weight of the lance.   The armour I must wear becomes burdensome to my bones.    Thanks be to all, and the glory goes to Yahweh as He moves his good through the Universe.
We have to pass these things among ourselves...a couple of salient messages thrown through the window last night.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

We may have seen it ...or perhaps not.   It is worth looking over, thinking about, and studying.

EL GRINGO VIEJO OBSERVES:
     We remember the ATF and E, and other central government entities knocking doors down and taking firearms away from black people in New Orleans....simple pistols and rifles, when looters, common theives, and Crips / Bloods / etc. were carrying off everything, including the sacking of famous museums.   We might recall that Fats Domino's home....and his collection of numerous gold and platininum original records mementos, literally thousands of practise and pre-publication tapes,his incredible signature collection, his art collection, his personal papers, a manuscript of his memoirs, and everything of any value was carried off by organised, professional looters.
      The ATF and E and other people involved in central government law enforcement could not discern twixt coloured folks and scumbags.  So the rule was, quite literally, disarm the law abiding and let the looters, Crips, and Bloods ransack the Crescent City.

      On this particular point, it is true that the lynchings conducted by the Klan were curtailed substantially when white people bent or broke rules....and people like Strom Thurmond, moved to arm the decent Negro class (the vast majority of the population at that time) to the extent possible.   In certain places...in central Alabama, in some areas in Mississippi, but in the North as well....this arming, with simple weapons...and the training that was rendered to older boys and the men, gave the decent class of Negroes a quick, simple, and effective way to stand up to what were essentially whitetrash bullies.

     Returning to Strom Thurmond, even in those days Strom was a segregationist, but he was a fair player, when measured by the times.  As Attorney General of South Carolina, he pushed a bill through the State Legislature prohibiting the covering of the face during multi-person, outside "events".  I think the bill also covered the "painting" of horses and mules involved in multi-person, outside "events''.   The issue of the horses and mules dealt with the thugs and bullies blacking their horses so as to avoid being identified by any reasonable witness, Negro or White, against them.
     The bill was overturned after a few years by a dumbo court of review....but by that time the Klan had already lost a lot of wind out of its sails.   And before anyone does a holier than thou strut, the largest State memberships for the Ku Klux Klan, in its history....as a percentage of State's population or in gross numbers either one, was Indiana, and then Ohio...next was Illinois, and then Wisconsin.   This was during the 1925 - 1935 period.

THIS NEXT ENTRY PERTAINS TO THE HAUGHTINESS, ELITISM, AND ARROGANCE of the anti-2nd Amendment crowd.   It brings back haunting memories of someone saying, "We'll have to vote for the bill to find out what's inside of it."   And the other famous intonement, "The Pope is probably just unaware of certain things as it pertains to women's issues...." .   I believe the name of the deranged person is Nancy Pelosi, "the girl with the plastic face"....or "The girl who stood in the wind-tunnel machine too long" or something like that.   But now, a different arrogant elitist....different but exactly the same.

El Zorro observes, intones, and laments:

It is impossible to know what to say except that it is inconceivable that an elected Senator to the United States Congress could say to the world that “…none of the amendments to the Constitution are absolute.” This is what Dick Durbin stated in the Senate hearing on Feinstein’s Gun Ban bill. This was after Texas Senator Ted Cruz asked Senator Feinstein, and never got an answer, to the question (paraphrased) “Are certain Americans specifically exempted from the 1st, 2nd, and 4th amendments to the Constitution?”. The Constitution is the ONLY law that is fundamental and absolute. Senator Feinstein’s response is simply that the Congress makes the laws and the Supreme Court rules whether they are constitutional or not. It is a very troubling state of affairs when the legislators do not care about the Constitution. They write what they want and let the chips fall where they may without regard to the Constitution. Cannot treason be considered for all these anti-constitutionalists? Why does the media not cover Durbin’s ignorant statement? Then Feinstein gets away with no more than saying how educated she thinks she is and condescends to the superior intellect in the room. My kingdom for a republic.

Geitner - Lew - Obama - Bernacke (GLOB) : Formula for Underwater Disaster (FLUB)

It should be of interest to OROGs and their friends that since the beginning of the calendar year, the policies of the central government and those in charge of the exchequer...the Federal Reserve Bank and the United States Treasury Department....have managed to substantially devalue the American dollar in its standing against the Mexican Peso and the Canadian Dollar.
It should be noted that while the spotlight is shone about 96% of the time on the Red Chinese situation, in terms of economic inter-relations and currency comparisons, Mexico and Canada, with a combined population of one - ninth of Red China's population, actually do double the import/export combined value activity with the United States as Red China does.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The total import / export activity between Red China and the United States comes up to almost exactly 500,000,000,000 USD  (Five hundred billion dollars- American Currency)
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

The total import / export activity between the United States of America and the Republic of Mexico and the Dominion of Canada falls thus:

Mexico import/export with the United States:   490,000,000,000 (four hundred and ninety billion dollars - American Currency

Canada import/export with the United States:      610,000,000,000  (six hundred and ten billion dollars - American Currency.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Total Mexican and Canadian trade with USA:         1,100,000,000,000  (one trillion, and one hundred billion dollars - American Currency,
(this note:   figures came out very, very close to the rounding entered here. They have been simplified for the purpose of mental digestion.   Also, the rounding favoured slightly the Red Chinese figures because El Gringo Viejo did not want to be accused of "Trying to make Red China look bad".  Actually Red China does that all by itself.)
ooo000OOO000ooo
   Therefore, monetary policy that affects our truly closest trading partners affects them and us much more than that activity that is conducted between the Peoples' Republic of China and  the United States of America.   And now....with Quantitative Easing XXXVII  or whatever edition....the American dollar, since the 1st of January has managed to lose 3% of its value against the more disciplined budgetary practices of Canada and Mexico.   Both currencies have increased by almost precisely equivalent amounts....with the Mexican Peso being slightly stronger....as the Quadroika named above either planned or did not plan, depending upon the day they are asked about the phenomenae.
     The Japanese have taken note of what the Quadroika is up to, and they immediately began their own Quantitative Easing CCDXXVI that has kept them in a form of economic suspended animation for the past 20 years.  Their currency has depreciated against the American dollar by about 15% during the last three or four months.
     Almost all, if not all,  the increase in the world's oil market price has been due to the passive devaluation of the dollar brought on by GLOB's Quantitative Easing,   In terms of oil's price per ounce of gold....the price has remained the same or gone down a bit.
Try explaining that to the typical Obama voter!
Welcoming the New Bishop of Rome
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

     During the last period of global warming, after the last Ice Age, we were trying to domesticate mastodons to do the work that had been done by brontosauri, like Fred Flinstone's Brontocrane at Mr. Slate's rock and gravel quarry.   All of the Brontos that were "quick frozen"  had been taken off to be turned into fossil fuel for later use, or at least I have been told that by the pseudo-Darwinians.

     In those days, we were taught in Sunday School, and in catechism, and in general conversation among ourselves that the Roman church was just another  Apostolic sect of the Christian Religion, and one which practised a form of worship that involved formalised ritual with, liturgy, and Judaic  foundations....much like the "real Catholic Church"  which, of course, was Anglican...or Episcopal in the United States.
     Father Rilling, who was a saint in my estimation, would say, "We feel that our traditions are well founded and trace equally back to Saints Peter and Paul, and that our system of Bishops forming the basis of our loose confederation of Catholic traditionalism permits the most discipline and the most liberty to each diocese.   In other words we do not have to kiss the Pope's big toe, because we recognise him as the Bishop of Rome and as a holder of no higher office."

     One Sunday School session shortly after, a classmate asked Father Rilling, after we were told that the Queen of England is the present head of the Church of England and the Anglican Communion,   "If the Queen is the head of the Church, then do we have to kiss the Queen's big toe?"   There were several adults in the room at that time, and they all had a big chuckle at our classmate's question....but we did not know precisely why.   Later, when the silly old people had left,  Father Rilling informed up that no one is allowed to even shake hands or touch in any way HRH Queen Elizabeth.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
     But, as a fairly poor Christian, and a fairly poor Episcopalian, there is still an interest in the Orthodox parts of the Religion founded by a Jew and followed to a greater or lesser extent by more people than Islam or Buddhism.  We even try to keep up with the reformists and Protestant parts of the Christian whole.
     We are aware of the good and the bad done by all the various sects, divisions, denominations  (or is that demonination?).   This particular elevation of this particular archbishop - cardinal to be the Vicar of Christ  may well be....has the potential to be....a bulwark of traditionalism, deference to Natural Law, and a shoring up from the scars, erosions, and luridity that has plagued the Roman denomination.    It has also suffered from wholesale assault by homosexuals, by the popular atheistic culture, and by the contradictory notion titled "liberation theology" pushed by marxists-with-collars.
      There are two groups in the Roman church that are fundamentally dedicated to using the name of the church as a smokescreen to further the degradation, secularisation, and destruction of the Church...all Churches...or anything sacred.    As now in the Anglican Communion, especially in the United States, the clergy and most of the higher-placed laity is is dedicated to Social Democracy, Abortion, Homosexual Rights, Income redistribution, and other secular humunist canons.   Like the liberation ''theologists" and  atheists, they seem totally dedicated to the religion of secular humanism, socialism, and the elevation of all perversions to the status of normalcy.   Most Episcopal clergy, ordained in the last 30 years, have no great Anglican background.   They have not been "called" , but rather they have been recruited due to their commitment to the cause of destroying the hated Judeo-Christian traditions of American governance and the Divine Causation view of the Cosmos.   They hate religion, especially historically influential or important religion.
Ignatius Loyola
Founder of the Jesuit Order
      The Roman Catholics suffer the sedition of and by much of the Jesuit Order and the establishment of the staunchly Red....totally marxist....Maryknoll Sisters.    The Jesuit Order  (Soldiers of Christ), was founded by Ignatius Loyola in the early part of the 16th Century).   He was a high-born person, a nobleman, a knight, and a genius.  He petitioned the Pope and was finally granted permission to found an evangelical and studious order of monks in service to the Church, to restore the place of Roman Catholicism and to resist the popular fervour of the Reformation.  During the 20th Century, the Jesuits began to drift more and more into line with the "obvious inevitability of the victory of socialism".  They were integral in the promulgation and propagation of the silliness of "liberation theology".    They abandoned their extremely high level of performance in the field of education....secular, Christian, and Catholic....and began to flail their charges with the Truth of Egalitarianism, Punishment of the Wealthy, hatred for America, hatred for morality unless it be defined by the rules forming the culture of Social Democracy.    It became an Order devoted completely to secular humanism and hatred for anything Christian.   Our famous Miss Fluke, who wants my granddaughters aged 4 and 8, to pay for her birth control pill...attends the law school of Georgetown University which is completely under the control of ultra-radical Jesuit devil zealots.
     A few of the Jesuits struggled through this maze and came out as classical Jesuits.   At this time the Order is estimated to be about 80% marxist, liberation theologists and about 20% classical Soldiers of Christ.  They are all at least nominally well educated.   The best, and most profoundly studied, and most disciplined thinkers are the traditionalist.  Pope Francis is a traditionalist.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

THE PROBLEM WITH FRANCIS, BISHOP of ROME and the PROBLEMS HE WILL FACE

     The problem with Francis, Bishop of Rome, is not his.  It is ours.  We will be assaulted with the news about how he is "out of it", that he does not understand that the Roman Church must change or die.   We...Roman Catholic, old Anglican, other Orthodox and  the bulk of the  Protestant element...will assume that this sluffy, dull thinking will be adapted to by the Vatican and we will have another wave of reforms and witch hunts against people who think that homosexuality is, at best, an aberrant behaviour, and that there are absolute truths.
     BUT!   Take faith!    As we stated,  Francis, the Bishop of Rome, is one of the twenty percent of the Jesuits who are traditionalists.   He has suffered a form of Inquisition by the haughty marxists and liberation theologist Jesuits in Argentina.   That group has ruled the roost in Argentina for many years.   He was semi-exiled by the Order to neo-secular teaching jobs in the distant north of the country.   But that was, in many ways, a great blessing.   His authority as a priest gave him the opportunity to preach, say mass, perform rites, and to have contact with old and young.   His un-presupposing way, his commonality, and his workaholicism both in acts and studies....began to impress everyone around him...especially in the secular area.
      The stodgy and aloof hierarchy in Argnetina's Roman Catholic bureacratic and cumbersome administrative structure were moved by his successes in evangelising and renewing religious practise,  something that had been in steady decline over the years, dating back to the Peronist times.   He was not ostentatious.   He did not require a deluxe apartment or a large black car with a full-time chauffeur.   He could eat tapas at the sidewalk cafe, or stand in line at a streetside taco wagon waiting his turn.   He could preach.  And when he worked his way up to Archbishop of  the Buenos Aires Archdiocese, he demonstrated that he could administer fairly and evenly a very large subdivision of the Roman Catholic Church.
      He could call for and require reasonable righteousness from the clergy at all levels.   He could exhort the baptised and confirmed to their rosaries and votives, and he could balance the books.   He also made himself very, very unpopular with the Presidents Kirchner, both the husband and his widow Cristina who is now President.   He opposed the social agenda and the notion that making a rich man poor could somehow benefit in the effort to make a poor man more well-to-do.

THE GOOD NEWS:

     The good news is that Francis is bad news for his brother Jesuit detractors, Catholic revisionists in general, the concept of 'liberation theology', and those who want the Church, any Church, to simply disappear.    The further good news is that Francis seems willing to move along a Conservative path in all matters.  He does not appear to be, based upon his last 35 years of service, needful of adapting to movements that might be more popular with the American Obsolete Media and Miss Sandra Fluke.

     So, now all OROGs know the opinion of El Gringo Viejo about the new Bishop of Rome.  Working, living, and travelling in Mexico, one comes to the realisation that the Roman Catholic Church was, is, and will continue to be something  of a 10 million ton elephant in the parlour.   The parlour includes almost all of Latin America, and much of the rest of the world.  It will help to have someone who can speak Jesuit, but without a marxist accent.   He is a humble and likable man, a competent man, and I think, a pious man.

Thanks to all of you for your time and interest.

Pravda's evaluation of Obama, and those who voted for him

ooo000OOO000ooo

This is what Pravda said, on Nov. 19, 2012, about those who voted for Obama and about him:

"Recently, Obama has been re-elected for a 2nd term by an illiterate society and he is ready to continue his lies of less taxes while he raises them. . .
He is a Communist without question promoting the Communist Manifesto without calling it so. . .
His cult of personality mesmerizes those who cannot go beyond their ignorance. They will continue to follow him like those fools who still praise Lenin and Stalin in Russia.

Chief of US Pacific forces calls climate biggest worry

By Bryan Bender

Admiral Samuel J. Locklear III met privately with security and foreign policy specialists at Harvard and Tufts universities Thursday and Friday.

Admiral Samuel J. Locklear III met privately with security
 and foreign policy specialists at Harvard and Tufts
 universities Thursday and Friday.

CAMBRIDGE — America’s top military officer in charge of monitoring hostile actions by North Korea, escalating tensions between China and Japan, and a spike in computer attacks traced to China provides an unexpected answer when asked what is the biggest long-term security threat in the Pacific region: climate change.
     Navy Admiral Samuel J. Locklear III, in an interview at a Cambridge hotel Friday after he met with scholars at Harvard and Tufts universities, said significant upheaval related to the warming planet “is probably the most likely thing that is going to happen . . . that will cripple the security environment, probably more likely than the other scenarios we all often talk about.’’
     “People are surprised sometimes,” he added, describing the reaction to his assessment. “You have the real potential here in the not-too-distant future of nations displaced by rising sea level. Certainly weather patterns are more severe than they have been in the past. We are on super typhoon 27 or 28 this year in the Western Pacific. The average is about 17.”
      Locklear said his Hawaii-based headquarters — which is assigned more than 400,00 military and civilian personnel and is responsible for operations from California to India, is working with Asian nations to stockpile supplies in strategic locations and planning a major exercise for May with nearly two dozen countries to practice the “what-ifs.”

     Locklear’s two-day visit to New England, which included meetings with students at the Naval War College in Newport, R.I., coincides with the Obama’ administration’s recent “pivot” to Asia — the recalibration of national security strategy after more than decade of war in the Middle East to reemphasize a region with rising military and economic powers such as China and India and where most US trade links are.
     In closed-door discussions Thursday and Friday, Locklear met with security and foreign policy specialists, including the Harvard Kennedy School’s Graham Allison, who directs the Belfer Center for Science and International Affairs, and Asia specialist Joseph Nye Jr..
Nye said he briefed Locklear on a trip he made last fall at the behest of the Department of State to meet with the top leaders of China and Japan to urge them to peacefully settle the disputes over islands in the South and East China Seas.
      China last month was accused of directing one of its navy radars at a Japanese warship near the islands where both countries assert sovereignty and claims to fishing and mineral rights. It came several weeks after Japan said China took similar action with one of its military helicopters.
“We have an ongoing number of disputes,” Locklear said. “It is not just about China and everybody else, because there are disputes between other partners down there, too. Sometimes I think the Chinese get handled a little too roughly on this.
“What we are concerned most about,” he added, “is that they work through these things.”
A larger concern is North Korea, which in recent days has threatened to launch a nuclear weapon against the United States.     Following Pyongyang’s recent long-range missile launch and underground nuclear test, the United Nations Security Council on Thursday voted unanimously to tighten sanctions on the reclusive Communist regime. In response the North Korean government threatened to nullify its nonaggression pacts with South Korea, where the United States maintains a military presence.
      Locklear said North Korea’s military has taken recent steps to “visibly increase their levels of readiness” along the demilitarized zone that has separated the two Koreas since the armistice halting the Korean War in 1953. “We are watching very closely what’s going on and we are prepared to defend the alliance as well as our homeland,” he said.
In the interview, he stressed the need for a global set of guidelines for the Internet and cyberspace, which he called the modern version of the 19th century’s “Wild West,” where “the only security you brought with you was what you carried on you.”
      “We made cyberspace as kind of an ungoverned territory . . . and we haven’t been able to get our arms around how to govern it yet,” Locklear added.
But when it comes to pragmatic military planning, Locklear said he is increasingly focused on another highly destabilizing force.
     “The ice is melting and sea is getting higher,” Locklear said, noting that 80 percent of the world’s population lives within 200 miles of the coast. “I’m into the consequence management side of it. I’m not a scientist, but the island of Tarawa in Kiribati, they’re contemplating moving their entire population to another country because [it] is not going to exist anymore.”
The US military, he said, is beginning to reach out to other armed forces in the region about the issue.
       “We have interjected into our multilateral dialogue – even with China and India – the imperative to kind of get military capabilities aligned [for] when the effects of climate change start to impact these massive populations,” he said. “If it goes bad, you could have hundreds of thousands or millions of people displaced and then security will start to crumble pretty quickly.’’
